Does the insert completely screw out of the fitting? I want to use this to replace my block drain plugs on my boat for winterization. I need to stick a wire in to make sure there is no obstruction

Yes, the center does come out of the 3/8" NPT petcock. It does not come out of the smaller 1/8" & 1/4" NPT petcocks.
